FAA Uses Shadow Military for Environmental Analyses

SAIC-offices in Washington, D.C.Below you will see a document obtained by the ProspectParkQuietSkies.Org via the Freedom of Information Act in the course of our research for environmental studies conducted by the FAA for aircraft routes to La Guardia Airport -- in case you didn't know, virtually all of the low-flying, carcinogenic-spewing air traffic currently crop dusting Bayridge, Sunset Park, Park Slope, Prospect Heights and Bedford-Stuyvesant is from air traffic enroute to a landing at LaGuardia Airport.

This is so bizzare it's like something out of the twilight zone -- yet it's not out of the Twilight Zone, it's brought to you by our very own Federal Aviation Agency and apparently backed by our New York Senator Charles "Sends Form Letters" Schumer when he voted Yea on the $63.6 billion FAA Reauthorization Bill without doing the due diligence his constituents expect of him.

How can a major U.S. Federal Agency that eats up a substantial portion of our tax dollars, outsource its highly controversial environmental analyses to a secret U.S. military organization with suspected ties to another secret military contractor accused of handling terrorist rendition cases? Is this where you want your tax dollars going? Do you think you deserve better than this? Are we living in a Third World Country?

The company name highlighted in red, below -- Science Applications International Corp. -- in addition to agreeing to pay over $500 million on March 14, 2012 as reported by the New York Times (that's half a billion dollars my friends!) to resolve a federal criminal investigation into its conduct in what United States attorney in Manhattan, Preet Bharara, called a project "corrupted to its core by one of the largest and most brazen frauds ever committed against the City of New York, is the same company rubber-stamping the FAA's Categorical Exclusion rule for airline companies requesting the horrendously loud and asthma-inducing NextGen low-altitude approaches to La Guardia Airport, thereby allowing them to sidestep any form of environmental analysis.

So what's the link to a secret military organization and suspected ties to terrorist rendition activities you ask, as though being fined by the Federal Government for half a billion dollars in conspiracy charges to defraud the City of New York is not enough? How about this report: Science Applications International Corp. To Pay $2.5 Million To Settle False Claims At Kelly Air Force Base In Texas Enviromental Clean Up.

Read the Vanity Fair report by journalists Donald L. Barlett and James B. Steele about Washington's $8 Billion Shadow military contractor. Here is an excerpt from the story:

"In contrast, SAIC is a body shop in the brain business. It sells human beings who have a particular expertise—expertise about weapons, about homeland security, about surveillance, about computer systems, about "information dominance" and "information warfare." If the C.I.A. needs an outside expert to quietly check whether its employees are using their computers for personal business, it calls on SAIC. If the Immigration and Naturalization Service needs new record-keeping software, it calls on SAIC. Indeed, SAIC is willing to provide expertise about almost anything at all, if there happens to be a government contract out there to pay for it—as there almost always is. Whether SAIC actually possesses all the expertise that it sells is another story."

Here is a lawsuit document linking S.A.I.C. to another military contractor, DynCorp -- a well known front for rendition flights:

Call Senator Schumer's NY office at 212-486-4430 and demand he explain why he supported a $63.6 billion dollar bill that pumps money and resources into a Federal Agency that is abusing human rights, the environment and ripping off taxpayers.
